Towards a National Collection is tendering for an Economic Impact of Collections Loss project for the National Research Infrastructure for Cultural Heritage (N-RICH) Prototype project, a two-year initiative delivered in collaboration between the Towards a National Collection programme and AHRC, funded by UKRI. The N-RICH Prototype aims to de-risk and test the key elements of a digital research infrastructure for cultural heritage in the UK.
The Economic Impact of Collections Loss project is one of the cross-cutting analytical work packages delivered through the N-RICH Prototype. The project will develop an initial evidence base and practical framework for understanding the economic consequences of collections loss, degradation and inaccessibility across the UK cultural heritage sector.
We seek a supplier, who will deliver:
- A Scoping and Evidence Review Report identifying existing methodologies, evidence sources, data gaps and options for future development.
- A Collections Loss Framework defining typologies of collections loss, dependency relationships and impact pathways.
- A Scenario Analysis Report setting out representative scenarios, indicative impact estimates and associated assumptions and limitations.
- An Economic Exposure and Infrastructure Options Paper assessing economic exposure under Business-as-Usual conditions and identifying implications for resilience and infrastructure investment.
- A Collections Loss Playbook providing practical guidance, checklists and example approaches for institutions across the sector.
- A Final Presentation and Slide Deck for the Programme Board, together with handover of all project materials.
The work is not intended to produce a full HM Treasury Green Book-compliant economic appraisal. Instead, it will provide a proportionate, scenario-based assessment of economic exposure sufficient to inform future infrastructure investment decisions and the development of a subsequent Economic Case. The project will also produce a practical sector playbook enabling institutions to understand, articulate and evidence the impacts of collections loss within their own organisational contexts.
